The difference between the District Four run-off candidates is simple: David Stein listens, Jean Quan talks.
David Stein is a friend of mine. I know him well. Heís so intelligent, so thoughtful and so perfectly grounded that you look at David and say to yourself that there is hope for the city council, even in Oakland. Elect David Stein and youíll have a council member who is ethical, has absolute integrity, and a terrific sense of humor. Heíll elevate the council. Heís a thinker who hates wasting time when there is so much to be done. Heís a passionate advocate for Parks and Recreation and the changes that must occur there, heís interesting when he talks about the budget (heís been on the advisory board for two terms) and you can talk to him. He keeps his eyes on your face and he concentrates on what you are telling him. Davidís background as a mediator will also help the council.
Letís slap down his opponentís desperate stories that David wonít be able to vote on projects that come before the council. There might be two such projects. Might. Peter Smith was one of Davidís law partners until September. Peter is now a solo practitioner. It is Peter Smith who had the problematic clients, not David. The only project David would recuse himself on as of now is the Leona Quarry housing development, but that project is on fast track to be approved before the council recesses in December. (Quan supports the project.)
Jean Quan has steered most writers to concentrate on her busyness quotient, her sign tally and her tears. Quan says she walks all the time! Yes! All the time! And she says sheís so busy! Whoof! There are her signs, there and there and there as proof of her busyness. Well, hang on. Jean plonks her signs down in front of houses where she assumes she has a vote, such as in front of MacArthur Metro editor Toni Lockeís house. But there in the list of Stein supporters isÖToni Locke. Quan has done this over and over again, particularly with people she recognizes from her years on the School Board. Guessing the outcome of this race by sign tally wonít work.
David Stein walks at least as much as Jean. Thatís just a fact.
My personal favorite are Jeanís crocodile tears. How can I say this? Hmm, letís try blunt, thatíll make a change: Jean Quan is a liar. Jean alleges that opposing candidates have brought her children into the race. Really? When? Where? How? To whom? It never happened. Jean did let her children, her teenage son in particular, write an entire campaign piece endorsing her, a piece that was mailed to the district. But itís her chance to drop a few tears as everyone wonders, slack-jawed, how she can make this garbage up? And if you donít believe her sheíll either try more tears or attack you for not having lived in Oakland long enoughÖ The tears are an act, friends, just an act.
Quan, of course, has a public record she ought to be running on, because for the past 12 sorry years she has been a member of the School Board. Jean supported and voted for Ebonics and defended the Ebonics vote in the national media. She is defending that vote again. If you want to know why Jean voted for Ebonics, go to Google.com and type in 'Jean Quan Ebonics. ' Basically, the OUSD School Board wanted Ebonics declared a second language so that they
could get the Feds to pay for teaching English as a second language to all of the Black kids in the district. This was all about money grubbing, and had nothing at all to do with respect or cultural sensitivity or, least of all, helping children learn.
Jean sat there and voted for Carolyn Getridge then Carole Quan (no relation) for superintendent. She voted and voted and voted away and look at our damn schools!! She was there for TWELVE years and this is what weíve got to show for her votes? You have to look at all of the schools in the city, not just those in District Four, because thatís what a School Board member votes on ñ policies, money, personnel for the entire district. And now Jean is caught up in the current (October 21, 2002) discovery that OUSD overspent its budget last year by the $8 million it had in its reserve fund PLUS $27.5 million. Two years ago the State threatened to come in and watchdog our school system because of its problems: Jean Quan asked in the Tribune, "Why are they focusing on the negatives?" Now the state is here, and Jean still doesn't get it.
Jean Quan shows every sign of being just another hack politician. There is a sub-species of annual report Jean has been handing out at meetings. As an editor, a proofreader and interested member of the public I can say that I have never seen such a piece of crap. According to the report, our annual school budget is in the many Billions every year. Every single page is badly thought out, poorly written (things like ëTheyÖwasí) and shabbily organized. These are mailed to everyone who expresses an interest in working for OUSD, which scares the best people to Mississippi and Alaska. Guess who was paid to write it? Sue Piper, Jean Quanís buddy and campaign super cheerleader. Superintendent Dennis Chaconas ought to be writhing in shame and ought to grab every copy of the report and burn each one individually, while making a vow not to dispense goodies like this contract ever again.
Vote for David Stein!
Measure CC comes up now, instead of two years from now as we were promised in writing when the Strong Mayor initiative passed. Rumor has it that Jerry did a poll and found out that his popularity was declining, so jammed this onto the November ballot. It has the same terrible problems as the original legislation Jerry wrote, because it combines apples and oranges and peregrine falcons. The apples are the whether or not to have a strong Mayor, the oranges are whether or not to have an elected City Attorney, and the peregrine falcons are voter approval of City Council salaries. This measure would let a Mayor hold office for 10 years.
NO NO NO NO NO on Measure CC!!!!
While youíre at it, vote Yes on Measure DD, the Lake Merritt bond measure. Because it is a real bond measure, it requires a two-thirds from us to pass. The Lake desperately needs us, the money is fixed in how it will be spent (as opposed to Measure FF, see below). Some money finally goes to Studio One. Fix the Lake! Link it to the Estuary! Deal with Oaklandís massive other water problems, too ñ storm drains and creeks, for starters.
Measure EE is rent control/just cause eviction. Damned if I know how I am going to vote on it. Most progressives support it, which means that only Nancy Nadel on the Oakland City Council supports it. Jerry Brown opposes it, no shock there. City Attorney John Russo opposes it and says it's badly written.
Measure FF is a nasty little piece of work. This is the ì100 new copsî measure ñ except that it is an advisory measure only ñ therefore, it needs only 50 percent approval to pass. There is nothing binding in this Measure about how the money
will really be spent.
Iím voting NO. Oakland still does not have a plan to combat crime. Jerry Brown wants Chief Rich Word to have three sets of strike teams ready to go out and battle crime after it has taken place. Jerry Brown gutted community policing, and yet he doesnít have the balls to do what William Bratten, the former New York City Police commissioner did, which was to come down hard on every transgression, from spitting to homicide. You can either have community policing, or you can have Bratten-style kick-ass, but you canít sit in the middle and expect great changes to happen. (Read Malcolm Gladwellís excellent piece, ìThe Tipping Point,î right here in OaklandNews.)
Here's how Jerry wants to partly fund this scheme. Ready? With another regressive tax. These three measures are supposed to partly fund Measure FF:
Measure GG: Itís a 10 percent surcharge on every parking space in a parking station owned by the City.
Measure HH: Increases the tax rate on telephones, cable, gas, electricity and alternate fuels. Perfectly regressive, just like Jerry, who actually prefers the flat tax concept. Hey Jerry, a flat tax for a flat earther, right?
Measure II: Increases the hotel occupancy tax rate from 11 to 14 percent for five years.
Whither Jerry? Yes, Mayor Jerry Brown has again shown his true colors (puce and mustard). He doesnít like being mayor ñas he has told too many peopleóand what he really wants is to be President. But heíll aim for United States Senator for the moment .
How to do this when youíve alienated the Democrats and been mean to the Greens? Jerry is going to run as an Independent against Senator Barbara Boxer. Both Boxer and Brown would breeze through their primaries, setting up a brutal November General Election, and Jerry would try to Naderate (the Kije Projectís fine verb) Boxer ñ thereby probably electing a grim Republican. Yet itís exactly the sort of stunt Jerry would pull since he appears to have no moral compass.
Jerry is a true threat, even though Boxer has been a terrific Senator. Jerry has one of the biggest fundraising lists in the country. The national press, even the local press like Matier and Ross in the Chronicle, and the radio boys at KFOG, still think Jerry is a progressive. (Oh yeah? Regressive taxes to fund hypothetical cops? Opposed to abortion, to public breast feeding and to stem cell research?) All Jerry has to do is yell ìLiberalî long enough.
Who does Jerry play with for intellectual stimulation? Michael (Junk Bonds Sent Me to Prison) Milken and his cronies. This is an awesomely bad sign. Check out Jerryís Web site at http://jerrybrown.org

But wait! We already know Jerry is the ultimate loser because he told us so. Remember how often he has complained that his parents ìletî him go to a seminary instead of fulfilling their threats and sending him to a military academy? And how because he didnít go to a military academy he will never realize his full potential? Surely this means that Governor was as good as it was ever going to get for himÖ
Now you know why the Strong Mayor renewal (or not) measure was moved up two years. Jerry will run for the Senate, he thinks he can win, and this would leave the mayorís seat wide open for Jerryís dear friend, State Senator Don Perata, who has already told everyone he wants to be mayor of Oakland, and has raised big, intimidating, money, for the race. We would then be faced with 10 (ten) years of Don Perata and his cronies.
Yaaaaaay! Just... yaaaaaay!

You forgot to mention how Jerry violates OMC every time he drags poor Dharma around the lake. And has anyone seen him pick up after that dog? Or is that Jacques' duty?

I remember enjoying immensely your feisty, informative Montclarion columns from a few years back. I was very sorry to see you suddenly "disappeared" from that paper which began churning out mostly feel-good pap.
I got to this website from a Google search for "ebonics Jean Quan", wanting to refresh my memory on who did what (I was out of the country at the time). 'Enjoyed your perspective very much, but you're perhaps a wee bit fond of exclamation marks (really, four????)
I want to urge you to vote NO on EE. Please read the text of it carefully. It is really a terribly written piece of legislation. Sounds good, warm & fuzzy (who would be against anything "Just" as in "Just cause"?). This isn't good for anyone, including tenants. I have been a tenant all my life till 2 years ago (I'm in my mid-40's). I manage apartments. I feel lucky to have a well-rounded perspective - from the vantage point of tenants, landlord/management & homeowners.
EE will limit eviction for cause only: Cause means one cannot evict a problem tenant unless the situation falls into one of eleven very specifically-worded reasons. One, for example, is if a tenant is creating a nuisance to other tenants. However, if a tenant is renting a single-family residence, there ARE no other tenants. This tenant could be making life a living hell for his neighbors (who are not tenants, so not covered by EE) & an owner would NOT be able to evict because this particular situation isn't covered by the modifier-packed language of the proposed measure.
Perhaps the worst thing is that every "just cause" must be provable in a court of law. This would require, in most cases, tenants testifying against a problem tenant (living in the same building). I can assure you, both as a long-time tenant and as a manager, this won't happen. Good tenants are scared and intimidated by bad-behaving tenants. Good tenants will suffer in silence until they can move out at the first opportunity. Even as a manager, I have been loath to take necessary legal action because of threats of physical and legal attack (and in one case, an incident of assault on me by a drug-dealing, gun-toting tenant).
RIGHT NOW there's a law prohibiting raising the rent for 2 years following a no-cause eviction. As for protecting the elderly, anyone involved in the industry knows that elderly are highly prized as tenants: they, as a group, are prone to be very stable long-term tenants, not likely to engage in illegal activities, have a revolving door of roommates, throw wild & noisy parties, do physical damage to property, etc.
More affordable housing is needed. EE will scare off potential housing providers, making things worse.
I'm glad I discovered this website & look forward to reading more insights from you on the local scene.

Thanks, too, for remembering the Montclarion days. I was cancelled after 2 days
by a new editor (now long gone) because he said my columns were "too one-sided";
that the Montclarion wanted "to work with business and City Hall"; and because
"your columns take away (reader) interest in our news stories." There was
a fourth reason, but what could top #3? A few months later
OaklandNews was born. Our columnists are sacked if they aren't feisty,
well-informed and pro-neighbrhood. Wait til you see Jane Powell's next column!

I am curious about David Stein's "absolute integrity". We received a campaign letter from him indicating that he had the endorsement of the Green Party. When we checked with the Green Party, we were told that nothing could have been further from the truth.

endorsed Stein. It says that he shares many of their goals. The letter is signed by Carl Pope,
the Sierra Club's executive director, because Pope thinks Stein is by light years the

Unfortunately, we recyled the letter in February and therefore I don't have the exact text. The implication of a Green Party endorsement was so strong as to prompt our call to the party for clarification. At that point I knew nothing about David Stein except that he had been endorsed by our megalomaniacal mayor.

Given Oakland's electorate's track record, however, I fear that Jean Quan might be elected as she clearly would fit right in with the rest of the dim bulbs on the council. Stein is light years ahead of Quan on policy, finance, overall planning and vision. And when he speaks he is comprehensible unlike Quan who talks on and on without ever making any sense whatsoever. She is ponderously boring and uninteresting as well.
Measure FF and the accompanying measures might not be the perfect solution but without an infusion of bodies onto the force OPD will collapse from overwork and stress. Employment in Oakland will benefit only those who are qualified. Oakland has an enormous number of undisciplined, illiterate, unskilled adults who are literally unemployable and will be unlikely to benefit when the economy rebounds (which it will, undoubtedly). Jobs is only a solution for people who are employable. Those who oppose Measure FF might have a different opinion when the savagery and chaos which is now occurring in East and West Oakland makes its way up into the hills. Which it will if left unchecked. Like it or not without adequate police protection crime will continue to increase; almost exponentially.
Posted by: Jonathan Breault on October 24, 2002 09:14 PMThink about this: Six years ago Oakland finally had enough money to fully fund its police force. And yet every year for the past 6 years we have been between 95 and 105 officers short.
Every year for 6 years we have heard the same excuses: cadets are stolen after the academy, cops are wooed to other cities, cops retire.
San Diego is of comparable size and does its police work with fewer cops. We have a city manager who promptly took uniformed officers and sent them to Oakland Airport after Sept. 11, where they have remained. He did this even though Sheriff Charley Plummer had the people and the plan to supply a full staff to the Airport.
I think we have a huge _management_ problem here.
Finally, there is nothing binding about how measure FF money would be spent. Want to bet that Jerry finds a way to funnel some of it to his military academy or arts school?

Neither has taken a position on the Measure. The Landlords sent out a mailing to everyone in Oakland stating that Brown was against EE. They lied. You can find out for yourself by calling Brown's office.
Posted by: Hunter Pyle on October 25, 2002 12:57 PMI stumbled upon this site while trying to find something on the internet which gives arguments against EE. While I do not believe that property owners should take evicting someone lightly and I am glad that the rent ordinance prevents evictions in order to raise rents, I am adamently against EE. It is not good for Oakland. I think it will ultimately hurt many who the supporters of EE say it will help. It is not a good initiative.
Just Cause does sound warm and friendly and EE will probably get yes votes from many who would not vote for it if they really understood what it says. I wish that everyone would read the whole initiative and not just the ballot information.

In fact, he came across like he's always been in favor of it. He seemed enthusiastic about it as well. The only thing he seemed to be pushing harder was measure EE.
Posted by: Colleen Brown on November 3, 2002 10:06 PMFor what it's worth, Wilson always favored strong Mayor. He favored Strong Mayor back when he ran for Mayor in the early 1990s. For him it's not an issue of who is Mayor -- unlike everyone else (including me) Wilson doesn't see this as a referendum about Jerry, but as an issue about how the government should be structured. (He's wrong about that too, but that's a separate issue.)
During the campaign Wilson said he was going to let the Mayoral appointees to the School Board sunset. He said as little as possible about Strong Mayor because he knew most of his supporters and staff disagreed with him.
On other news, it is important that everyone know that not only has Nancy Nadel denouced the mailer that uses her picture against Measure EE, stating "I unequivocally support Measure EE," but also Danny Wan -- no friend of the Measure -- has denouced the mailer linking the "Yes on DD" and "No on EE" campaigns. He has also fired Larry Tramutola, the biggest scun in Oakland politics and the consultant who prepared these mailers. There will be a press conference at City Hall at noon today in regard to this.
